Most non-EU businesses that make taxable supplies in Sweden must appoint a Skatteverket-approved fiscal representative before they can get a Swedish VAT number. Skatteverket is the Swedish Tax Agency. That representative shares joint and several liability for the VAT, penalties, and interest you owe. Sweden charges a 25% standard VAT (value-added tax) rate and sets no registration threshold for foreign businesses, so your first taxable sale triggers registration. Skatteverket’s English VAT guidance states the rule.
One correction up front. The requirement is not absolute. Per Skatteverket, businesses established in an EU or Nordic country can choose whether to appoint a representative, because mutual assistance agreements let Sweden recover VAT across those borders. Every other non-EU business must appoint one.
What is fiscal representation in Sweden?
Fiscal representation in Sweden is a Skatteverket-approved agent (ombud) who handles all of a non-EU business’s Moms (Mervärdesskatt, Swedish VAT) obligations and shares joint and several liability for the VAT, penalties, and interest. Per Skatteverket, the representative can be based in Sweden or elsewhere in the EEA (European Economic Area). Skatteverket may pursue either you or the representative directly.
Getting the Swedish terms right signals you are dealing with the right regime.
| Term | Meaning | Detail |
|---|---|---|
| Moms (Mervärdesskatt) | Swedish VAT | Source: Skatteverket |
| Skatteverket | Swedish Tax Agency | Registers and enforces VAT |
| Ombud / skatteombud | VAT agent / representative | Must be Skatteverket-approved (Skatteverket) |
| Momsregistreringsnummer | VAT registration number | Format SE + 12 digits (10-digit organisationsnummer plus 01), per Skatteverket |
| Momsdeklaration | VAT return | Filed through Skatteverket e-services |
Do I need a fiscal representative in Sweden?
It depends on where your business is established. Non-EU and non-Nordic businesses with Swedish taxable activity must appoint a Skatteverket-approved representative before VAT registration. EU and Nordic businesses can register directly and choose whether to appoint one, because Sweden’s Tax Procedures Act, Skatteförfarandelagen (2011:1244), 6 kap. 2 to 3 §§ lifts the rule where a mutual assistance agreement covers VAT recovery.
| Where your business is established | Representative required? | Source |
|---|---|---|
| EU member state | Optional; register directly | Skatteverket |
| Nordic non-EU (Norway, Iceland) | Optional; covered by mutual assistance | Skatteverket; EU-Norway VAT agreement |
| United Kingdom | Required; Sweden’s post-Brexit position (UK is neither EU nor Nordic) | Skatteverket |
| Other non-EU / non-EEA | Required before VAT registration | Skatteförfarandelagen (2011:1244), 6 kap. 2 § |
The EU-Norway mutual assistance agreement on VAT fraud and recovery of claims entered into force on 1 September 2018, per EUR-Lex, and an amending protocol took effect on 1 August 2025, per the European Commission. Norwegian and Icelandic businesses also fall under the Nordic Convention on Mutual Assistance in Tax Matters, in force since 8 May 1991, per the Finnish Tax Administration. Typical triggers for registration include imports, holding Swedish stock, distance sales, Swedish place-of-supply services, construction work, and marketplace sales.
Can OSS or IOSS replace a Swedish fiscal representative?
Sometimes. The One-Stop Shop (OSS) and Import One-Stop Shop (IOSS) let B2C (business-to-consumer) sellers report Swedish VAT through one EU registration, which can remove the need for a Swedish registration and therefore a local representative. Holding stock in Sweden breaks that, because it forces a local Swedish VAT registration. Use this decision tree:
- Pure B2C distance sales into Sweden from the EU: OSS can cover Swedish VAT; no Swedish registration needed.
- Imported goods in consignments at or below €150: IOSS can charge VAT at the point of sale, per the European Commission’s IOSS guidance.
- Swedish stock, including Amazon FBA (Fulfilment by Amazon) or local fulfillment: OSS coverage breaks, local registration applies, and a non-EU seller needs a representative.
- B2B (business-to-business) supplies: often handled by reverse charge, which can remove your filing obligation.
The EU-wide B2C distance selling threshold is €10,000, and the IOSS consignment cap is €150, both per the European Commission’s One-Stop Shop guidance.

What are Sweden’s VAT rates and registration thresholds?
Sweden’s standard VAT rate is 25%, among the highest in the EU though below Hungary’s 27%. Reduced rates of 12% and 6% apply to specified goods and services, with a zero rate for exports and intra-EU supplies. There is no registration threshold for foreign businesses. The domestic small-business exemption is SEK 120,000.
| Item | Figure | Source |
|---|---|---|
| Standard VAT rate | 25% | Skatteverket VAT rates; European Commission |
| Reduced rate (hotels, restaurants, catering) | 12% | Skatteverket |
| Reduced rate (books, transport, culture) | 6% | Skatteverket |
| Food | Moves from 12% to 6% effective 1 April 2026 | Skatteverket |
| Zero rate | Exports, intra-EU supplies | Skatteverket |
| Domestic exemption | SEK 120,000, raised from SEK 80,000 on 1 January 2025 | Skatteverket |
| Foreign / non-EU threshold | None; register from the first taxable supply | Skatteverket |
| EU-wide B2C distance selling | €10,000 (OSS) | European Commission |
| IOSS consignment cap | €150 | European Commission |
The SEK 120,000 exemption applies only to businesses established in Sweden, per Skatteverket. Foreign businesses register from their first taxable transaction.
What does general fiscal representation in Sweden mean?
Sweden offers only general fiscal representation for non-EU businesses. The representative carries full joint and several liability for VAT, penalties, and interest, with no cap by transaction, period, or activity, and Skatteverket may pursue either party directly. Limited or reduced-liability representation does not exist in Sweden. The legal basis sits in Skatteförfarandelagen (2011:1244) and the recodified VAT Act, Mervärdesskattelag (2023:200), in force since 1 July 2023.
Because exposure is unlimited, representatives commonly require security: VAT deposits, bank guarantees, parent-company guarantees, or control of a dedicated Swedish bank account. The EU-level basis for the regime is Article 204 of Council Directive 2006/112/EC, which lets member states require a representative only where no mutual assistance instrument exists.
How do I appoint a fiscal representative in Sweden?
Select a Skatteverket-approved representative, execute a power of attorney, submit your incorporation and beneficial-owner documents, and the representative files the VAT registration application through Skatteverket’s systems. Representation is a prerequisite: you cannot get a VAT number first and arrange representation later.
| Step | What you submit | Source |
|---|---|---|
| 1. Select an approved representative | Based in Sweden or the EEA, Skatteverket-approved | Skatteverket |
| 2. Execute the mandate | Power of attorney, agreed security | Procedural |
| 3. Provide documents | Incorporation papers, director and beneficial-owner ID, planned activity | Procedural |
| 4. Register for VAT | Representative files the application via Skatteverket | Skatteverket |
Skatteverket processing times vary, so factor approval into market-entry planning rather than assuming a fixed window.
What should you look for in a representative?
Prioritize Skatteverket approval, documented experience with non-EU clients, financial capacity to absorb joint liability, and the ability to run Skatteverket e-services. These four tests matter more than soft criteria because the representative shares your tax exposure.
What does a Swedish fiscal representative actually do?
A Swedish fiscal representative runs end-to-end VAT compliance: registration, momsdeklaration filing, payment coordination, Skatteverket correspondence and audits in Swedish, Intrastat declarations, input VAT recovery, and recordkeeping. Per Skatteverket, the representative files all of your VAT returns, including nil returns.
Returns are filed monthly, quarterly, or annually depending on turnover, per Skatteverket. The representative also handles reverse-charge reporting on cross-border services and amended filings to correct errors.
What are the ongoing compliance obligations after registration?
Compliance is continuous: electronic filing through Skatteverket e-services, mandatory nil returns, Intrastat declarations above Statistics Sweden (SCB) thresholds, record retention, and tracking digital reporting reform. Records must be kept for seven years.
| Obligation | Detail | Source |
|---|---|---|
| VAT returns | Filed electronically, including nil returns | Skatteverket |
| Record retention | Kept through the end of the seventh year after the financial year | Bokföringslagen (1999:1078), 7 kap. 2 §; Skatteverket |
| Intrastat | Declarations once intra-EU trade exceeds SCB thresholds | Statistics Sweden (SCB) |
| B2G e-invoicing | Required for public-sector supply under EU Directive 2014/55/EU; no universal B2B mandate | EU Directive 2014/55/EU |
| Broad e-invoicing | Digital reporting phases in under the EU VAT in the Digital Age (ViDA) package toward 2030 to 2035 | European Commission |
Sweden has no universal B2B e-invoicing mandate for 2025 or 2026. The B2G (business-to-government) requirement under EU Directive 2014/55/EU has applied since 2019, and broad digital reporting arrives later through the EU ViDA package.
What happens if you operate in Sweden without a fiscal representative?
Skatteverket refuses VAT registration, imports face customs holds, marketplaces suspend listings, and surcharges plus interest accrue. You also lose the right to recover input VAT until you register correctly.
| Situation | Surcharge | Source |
|---|---|---|
| Incorrect or omitted VAT information | 20% of the understated tax | Skatteverket |
| Error that only misallocates to the wrong period | 2% or 5% | Skatteverket |
| Voluntary correction before Skatteverket finds the error | No surcharge | Skatteverket |
Serious fraud can draw criminal exposure under Sweden’s Tax Offences Act (Skattebrottslagen). Qualitative consequences, including blocked supply chains and lost input VAT recovery, compound the financial surcharge.
How much does fiscal representation in Sweden cost?
Cost is driven by the representative’s unlimited joint liability, so expect service fees plus security requirements such as VAT deposits and bank guarantees. Pricing runs higher than in jurisdictions that allow limited representation, because the representative absorbs real financial exposure on your behalf. The security component is usually the largest cost driver, since it scales with your expected VAT throughput and risk profile.
