Washington runs its tax system differently from most states. It has no corporate or personal income tax. It charges a Business and Occupation (B&O) tax plus retail sales and use tax instead. This guide covers retail sales and use tax exemptions only, not B&O. It also uses Washington’s own terms, because the state calls its resale certificate a “reseller permit.”
Below is the short version, then the full rules with their sources.
What is a Washington sales tax exemption?
A Washington sales tax exemption lets a qualified buyer purchase goods or services without paying retail sales tax, documented by a Department of Revenue (DOR) reseller permit or a completed exemption certificate. Two quirks shape every rule here: Washington has no income tax, and its resale certificate is a DOR-issued “reseller permit,” not a form the buyer fills in blank. See the state’s full retail sales and use tax exemptions page at DOR.
Here is the at-a-glance verdict for businesses.
| Question | Answer | Source |
|---|---|---|

| How long must sellers keep certificates? | 5 years after the sale | WAC 458-20-254; RCW 82.32.070 |
| What does misuse cost? | Tax due plus a non-waivable 50% penalty | RCW 82.32.291 |
| Are nonprofits exempt? | No blanket exemption; most purchases are taxable | DOR |
| Out-of-state resale certificates? | Not accepted; a Washington permit is required | DOR |
What is a Washington reseller permit?
A Washington reseller permit is the state’s version of a resale certificate, issued by the Department of Revenue rather than self-completed by the buyer. That issuance step is the key difference from most states. Wholesalers, retailers, manufacturers, and contractors use it to buy goods for resale tax-free. DOR often issues it automatically when you register for a business license, based on your reported activity.
Validity is not flat. Per WAC 458-20-102, a permit is valid for 48 months (four years) for most businesses. It runs only 24 months (two years) for new businesses, non-reporting accounts, and businesses that failed to file returns in the prior 12 months. Contractors get a flat 24-month permit regardless of history, because contractors are often the consumers of their materials. A tribe-owned business with no B&O-taxable activity keeps the 48-month term.
How do you apply for a Washington reseller permit?
Apply through your My DOR account using a SecureAccess Washington (SAW) login, though many businesses receive the permit automatically when they register for a business license. There is no charge to apply, and DOR notifies applicants of approval or denial within 60 days, per DOR’s contractor reseller permit guidance.
The manual steps, per DOR’s My DOR help:
- Log in at dor.wa.gov with your SAW User ID and password, and complete multi-factor authentication if prompted.
- Click “Get Started” on the My DOR Services page.
- In the Excise Tax Account panel, select “Apply for/view a Reseller Permit.”
- Click “Apply for Reseller Permit” and answer the required questions.
- Submit the application.

How do you fill out a Washington resale certificate?
You do not fill out a blank certificate in Washington. You present your DOR-issued reseller permit number to the vendor, or you complete the multistate Streamlined Sales and Use Tax Exemption Certificate referencing that permit number. Washington is a full member of the Streamlined Sales and Use Tax Agreement (SSUTA), so that certificate is accepted.
The seller carries a duty too. Sellers should verify the permit at the time of sale using DOR’s free reseller permit verification tools. DOR offers a single-record Business Lookup tool and a batch Reseller Permit Verification Service for checking many customers at once by file upload.
Do Washington reseller permits renew automatically?
Not always. DOR automatically renews qualifying permits, but renewal is conditional, not universal. If a permit will not auto-renew, DOR sends a notice to apply for a new permit approximately 90 days before it expires, per DOR’s reseller permit pages. You can read the expiration year right off the permit: the last two digits of the permit number are the year it expires.
Treat renewal as a compliance deadline. An application to renew cannot be filed more than 90 days before expiration, per WAC 458-20-102. Let the permit lapse and you lose the ability to buy tax-free until a new permit issues.

What exemption certificate forms does Washington use?
For non-resale exemptions, DOR publishes the Buyer’s Retail Sales Tax Exemption Certificate plus purpose-specific forms, and the multistate Streamlined certificate is also accepted. The current form numbers, from DOR’s exemption forms index:
| Form | Number | Use |
|---|---|---|
| Buyer’s Retail Sales Tax Exemption Certificate | REV 27 0032 | General non-resale exemptions |
| Farmers’ Retail Sales Tax Exemption Certificate | REV 27 0036 | Qualifying agricultural purchases |
| Manufacturer’s Sales and Use Tax Exemption Certificate | REV 27 0021 | Qualifying machinery and equipment |
| Streamlined Sales and Use Tax Exemption Certificate | SSUTA multistate | Resale and other exemptions, references permit number |
What must a Washington exemption certificate include?
A valid certificate must identify the parties, the permit or exemption basis, and the buyer’s certification, or it is rejectable in audit. An incomplete certificate is treated as invalid. Required elements generally are:
- Buyer and seller names and addresses.
- The reseller permit number or the specific exemption reason.
- A description of the items purchased.
- Issue and, where applicable, expiration dates.
- The buyer’s signature or certification.
For exemptions claimed under Chapter 82.08 RCW, the certificate must name the specific exemption type claimed, such as farm, manufacturer, or nonprofit. You can read the underlying statute at RCW 82.08 on the legislature site.
How long are Washington exemption certificates valid?
Validity depends on the document type. Reseller permits run 2 to 4 years, while other certificates can be single-use or blanket. Note the asymmetry: a permit can be valid up to 4 years, but sellers must retain every certificate for 5 years.
| Document | Validity | Source |
|---|---|---|
| Reseller permit, most businesses | 4 years (48 months) | WAC 458-20-102; DOR |
| Reseller permit, new or non-reporting business | 2 years (24 months) | WAC 458-20-102; DOR |
| Reseller permit, contractors | 2 years (24 months), regardless of history | WAC 458-20-102 |
| Streamlined certificate | Single-purchase or blanket, per SSUTA | DOR |
| Buyer’s Retail Sales Tax Exemption Certificate (27 0032) | Single-use or blanket, per form instructions | DOR |
| Seller retention of all certificates | 5 years after the sale | WAC 458-20-254; RCW 82.32.070 |
What types of sales tax exemptions does Washington recognize?
DOR groups exemptions into seven categories. Mirror this taxonomy when you classify a purchase, then check the specific statute.
| Category | What it covers | Example statute |
|---|---|---|
| Farm Products | Feed, seed, fertilizer, breeding livestock | RCW 82.08.0259 |
| Producer Goods | Manufacturing machinery, R&D equipment | RCW 82.08.02565 |
| Interstate Sales | Goods delivered outside Washington | DOR interstate sales guidance |
| Public Activities | Sales to the U.S. federal government | DOR exemptions page |
| Health-Related Purchases | Prescription drugs, insulin, prosthetics | DOR exemptions page |
| Deferrals & Credits | Rural and high-tech R&D investment programs | DOR exemptions page |
| Other Sales/Use Tax Exemptions | Nonprofit fundraising, newspapers, food | DOR exemptions page |
Which farm products are exempt in Washington?
Feed, seed, fertilizer, chemical spray, breeding livestock, and pollination agents are exempt, among others. DOR lists precise statutory cites for agricultural exemptions:
| Exempt item or service | Statute | Source |
|---|---|---|
| Farm horticultural services | RCW 82.04.050(3e) | DOR |
| Feed, seed, fertilizer, chemical spray, pollination agents | RCW 82.04.050(9) | DOR |
| Christmas tree production | RCW 82.04.213 | DOR |
| Farm auction sales | RCW 82.08.0257 | DOR |
| Breeding livestock and cattle | RCW 82.08.0259 | DOR |
| Poultry used in production | RCW 82.08.0267 | DOR |
| Semen and artificial insemination | RCW 82.08.0272 | DOR |
| Farmworker housing | RCW 82.08.02745 | DOR |
| Pollen | RCW 82.08.0277 | DOR |
| Leased irrigation equipment | RCW 82.08.0288 | DOR |
| Fish feed for aquaculture | RCW 82.08.0294 | DOR |
On farmworker housing, DOR’s agriculture tax guide exempts labor, services, and incorporated materials where at least 50% of the housing units serve as farmworker housing.
Does Washington have a manufacturing machinery and equipment exemption?
Yes. The machinery and equipment (M&E) exemption under RCW 82.08.02565 exempts sales and use tax on machinery and equipment used directly in a qualifying manufacturing or research and development operation, per DOR’s M&E guidance. To qualify, the item must have a useful life of one year or more and meet a majority-use test, meaning more than 50% of its use is in the qualifying operation. The buyer gives the seller the Manufacturer’s Sales and Use Tax Exemption Certificate (REV 27 0021). This is distinct from raw material inputs, which follow their own rules.
When are interstate sales exempt from Washington sales tax?
Goods delivered to buyers outside Washington are generally exempt when the seller delivers out of state and keeps proof of delivery, per DOR. Documentation of the out-of-state delivery is the condition, so retain shipping records. This is separate from the nonresident refund program: qualified nonresidents from states and provinces without a sales tax of 3% or more, such as Oregon, Montana, Alaska, Delaware, and New Hampshire, can request a refund of the 6.5% state portion only, not local tax, per DOR. Because exempt interstate sales can still affect where you must register, review our US nexus exposure thresholds guide.
Are nonprofits exempt from Washington sales tax?
No. Washington nonprofits generally pay sales tax on their purchases, which corrects a common misconception. There is no blanket exemption for 501(c)(3) status, per DOR. Exemption applies only where a specific statute grants it. Qualifying nonprofit fundraising sales are one narrow example recognized by DOR’s nonprofit guidance. Sales to the U.S. federal government are exempt, while sales to Washington state and local government are generally taxable.
What are the Washington exemption rules for ecommerce and drop shipments?
Out-of-state resale certificates are not accepted in Washington. A drop shipper can sell tax-free only when the buyer presents a valid Washington reseller permit or a Streamlined certificate that references one, per DOR. In a drop shipment, the retailer who ordered the goods gives resale documentation to the drop shipper. If that retailer is out of state, the Streamlined certificate referencing a home-state registration number is the accepted path, which is where SSUTA membership helps multistate sellers standardize their paperwork.
Remote sellers that cross Washington’s economic nexus threshold must register, collect, and then manage reseller permits from Washington buyers. For the mechanics across states, see our guide to sales tax compliance for multi-state businesses and our sales tax nexus explainer.
Does Washington accept digital exemption certificates?
Yes. Washington accepts electronically completed, digitally signed, and scanned certificates, and the records must be kept for five years and open to DOR inspection, per WAC 458-20-254. A seller can satisfy its documentation burden two ways under state law: obtain a copy of the buyer’s reseller permit within 120 days of the sale, or verify the permit electronically at least once per calendar year, per RCW 82.04.470(6) and WAC 458-20-102. Annual electronic verification through DOR’s lookup tools serves as audit support, but it does not shorten the five-year record retention period.
How long do you keep exemption certificates in Washington?
Five years. Sellers must keep each exemption certificate and reseller permit record on file for five years after the sale, confirmed by DOR’s agriculture tax guide and WAC 458-20-254. The same period applies under RCW 82.32.070 for all records needed to determine tax liability. Note the asymmetry: a permit can be valid for up to four years, but you retain the supporting documentation for five.
What are the penalties for misusing a Washington exemption certificate?
A buyer who improperly uses a reseller permit owes the unpaid tax plus a 50% penalty on the tax due, per RCW 82.32.291. The penalty is not waived just because the buyer did not know the use was improper, per WAC 458-20-102(13). DOR can waive it only in two narrow situations: circumstances beyond the taxpayer’s control, or proper dual-purpose use.
Sellers carry their own risk. Missing or incomplete certificates get exempt sales reclassified as taxable in audit, with back taxes, interest, and penalties. Keep documentation current and verified to avoid reclassification.
