EU VAT and OSS software for Exact Online
Exact Online prepares, approves, and digitally submits your btw-aangifte and your ICP opgaaf. Both of them go to the Belastingdienst. The moment you cross 10,000 euro of cross-border sales, or sell into the United States, the return you owe is somewhere else. Commenda files those from the same Exact Online data, across 70+ countries.
Trusted by global businesses
Keep the btw-aangifte, add every other country
Exact Online prepares, approves, and digitally submits your Dutch VAT return and your ICP opgaaf. Commenda files the returns for every other country you owe in, across 70+ of them.
Monitor your global exposure
Cross 10,000 euro of cross-border B2C sales and the place of supply moves to your customer's country. Commenda measures your Exact Online sales against that line and alerts you at 80% of it.
File the OSS return itself
Exact lists OSS as reporting, alongside the btw-aangifte and ICP opgaaf that it submits. Commenda registers you for OSS or IOSS and files the return itself, quarter after quarter.
Coverage comparison
What Exact Online submits, and what it leaves with you
Exact Online covers two returns, and does both of them properly. These are the seven jobs around them. Its figures come from Exact's own pages on Exact Online accounting, features and prices, the ICP opgaaf, the btw-aangifte, and sending a VAT return, checked on July 30, 2026.

Calculate taxes globally on Exact Online using Commenda
Exact Online applies the Dutch rate you set on the ledger account or the item. Once you sell across a border, the correct rate belongs to your customer's country. Commenda applies the rate for the country of supply on every transaction and keeps those rates current. Calculation can be switched off where revenue arrived already taxed, so a marketplace order is never taxed twice.

Track your global exposure from Exact Online
Exact Online reports on the VAT registration you already hold. It does not measure your sales against the thresholds that create the next one. Commenda reads the same transactions and measures them against thresholds in every EU member state, 70+ countries, and all 50 US states. Alerts fire at 80% of a threshold, before you cross. Connecting Exact Online backfills your history, so exposure you already carry shows up next to this month's invoices.

Automatically remit transactions around the world
Exact Online submits two returns digitally, and both of them go to the Belastingdienst. Commenda builds every other return straight from your Exact Online data, so nothing gets exported or re-keyed. Returns go out across 70+ countries, including OSS and IOSS, on each authority's own frequency, with corrections where a period needs one. Filing confirmations sync back.

Manage your customers and exemptions in one place
An ICP transaction carries 0% btw. Exact states the two conditions plainly: your customer has to be a business with a VAT number, and has to be established in the EU. Commenda holds each customer's tax ID on the customer record along with the system it synced from, so the evidence sits beside the transaction. Where you also register in a US state, exemption certificates are collected and validated in the same place.

Consolidation
Why Exact Online cannot tell you where you owe next
A Dutch business selling across borders files in more places than one. The Belastingdienst wants the btw-aangifte and the ICP opgaaf. An OSS quarter, a foreign registration, and US sales tax each want something else. Commenda solves that from the Exact Online data you already have.
Exact Online is built around your Dutch books
An administration in Exact Online is the bookkeeping of one company, and its tax features submit to one authority. Exact says so itself on the pricing page: if you have administrations outside the Benelux and Germany, it points you at Exact Globe+, a separate product it describes as standard for more than 30 countries. A foreign VAT registration is a second system, not a second setting.
The 10,000 euro line runs on all of your EU sales
The European Commission puts a VAT threshold of 10,000 euro on distance sales to customers in the EU. Below it, the place of supply stays where you are established. Above it, the place of supply moves to your customer's country, and the Commission requires an OSS user to register in one single member state. That test runs on your total cross-border B2C sales, and a webshop, a marketplace, and your Exact Online invoices each hold part of the number.
The United States does not work like the EU at all
There is no US equivalent of a single national VAT return. 45 states levy a sales tax, each sets its own registration threshold, and home-rule jurisdictions in Alabama, Colorado, Idaho, Illinois, and Louisiana set their own rates on top. Our nexus threshold guide lists each state's, and you can check one jurisdiction's rate with the sales tax calculator.
One ledger behind every channel
Every source connects to one ledger, across 100+ supported integrations. Each transaction carries its origin, product tax code, and any tax already collected, so marketplace revenue stays separate from revenue that still needs tax. The result is one exposure figure per country, one return per period, and every line traceable back to the invoice it came from. See how global indirect tax works end to end.
Cost of growth
What global indirect tax takes on top of Exact Online
Submitting the btw-aangifte and the ICP opgaaf is in every Exact Online Boekhouden package, including the 49 euro one. The cost of growth is elsewhere: foreign currency on a higher package, a paid administration per entity, and a different Exact product once your administrations leave the Benelux and Germany. All prices exclude VAT, as Exact states.
| What you need | What Exact Online charges or requires | Source |
|---|---|---|
| Where the btw-aangifte and ICP opgaaf are included | Every package. Essentials is 49 euro a month, Plus 99 euro, Professional 159 euro, and Premium from 299 euro, all excluding VAT | Exact Online features and prices |
| Where foreign currency starts | Excluded from Essentials. Included from Plus at 99 euro a month, where you can invoice and book in another currency | Exact Online features and prices |
| Cost of a second entity | A second administration. Plus and Professional include two, and extra ones are 20 and 21 euro a month. Premium includes two at 38 euro for each extra | Exact Online features and prices |
| A second entity on the entry package | Not available. Essentials includes one administration and Exact marks it niet uit te breiden, meaning it cannot be extended | Exact Online features and prices |
| Running several entities from one environment | Premium, at 299 euro a month and up. Multi-company is the feature that gives one view across administrations, and it appears on Premium only | Exact Online features and prices |
| Administrations outside the Benelux and Germany | A different product. Exact's own pricing page points you to Exact Globe+, which it says is standard for more than 30 countries with their local legislation | Exact Globe+ |
| An OSS return that gets submitted for you | Not part of it. Exact lists OSS-rapportage, meaning OSS reporting. The btw-aangifte and the ICP opgaaf are the two it prepares, approves, and submits digitally | Exact Online accounting |
| Sending a return at all | A PKI certificate on the Electronic return tab. Exact recommends its own, to avoid the expense of buying a new certificate every two years | Exact Support |
| Correcting a period after you filed it | A supplementary return. Exact states that once a VAT return has gone to the tax authority you can no longer delete it | Exact Support |
| Choosing how often you file | Not yours to choose. The Belastingdienst sets it. Quarterly is the usual period, annual filing needs under 1,883 euro of VAT a year, and a late return can have you moved to monthly | Belastingdienst |

“The platform works exactly the way I need it to. I have one team member who manages all of our exemption certificates, and that functionality has been particularly efficient for us. It allows him to handle everything seamlessly, making the handoff significantly easier.”

Frequently asked questions
In the Netherlands, yes. Exact states that with Exact Online you can prepare, approve, and digitally submit your btw-aangifte and your ICP opgaaf, and the tax authority reports the status back through Exact Online. Sending it needs a PKI certificate on the Electronic return tab, and Exact recommends its own rather than buying a new one every two years. Two limits are worth knowing: once a return has gone you can no longer delete it, so a correction means a supplementary return, and both of those submissions go to one authority. Commenda files the rest, across 70+ countries on each authority's own frequency.
No. Exact's own feature list is precise about the difference. Under Btw it says the btw-aangifte and ICP opgaaf are prepared and digitally submitted, and then lists OSS-rapportage separately, which is OSS reporting. A report is not a filing. The European Commission requires an OSS user to register in one single member state, the member state of identification, and to file one return there covering cross-border B2C sales across the EU. Commenda handles that registration and files the return. IOSS is the separate scheme for imported goods in consignments not exceeding 150 euro, and we file that too.
No. Exact Online reports on the registration you already have, and its documentation describes no threshold monitoring. The European Commission sets a VAT threshold of 10,000 euro on distance sales to customers in the EU, below which the place of supply stays where you are established. Cross it and VAT is due where your customer is. Commenda measures your Exact Online sales against that line and against the registration threshold in every EU member state, 70+ countries, and all 50 US states, and alerts you at 80% of a threshold rather than after you cross it.
Yes, and it submits it digitally alongside the VAT return. Exact is clear on the two conditions for an ICP transaction: your customer has to be a business with a VAT number, and has to be established in the EU. The invoice then carries 0% btw and your customer accounts for the VAT in their own country. Exact also notes you can be fined for filing the ICP opgaaf late or incorrectly, and that several service categories are exempt from it, including services connected to immovable property, event access, short-term vehicle hire, passenger transport, and catering. Commenda holds each customer's tax ID with the system it came from, so the evidence behind a zero-rated line sits beside the line.
Its tax features are the btw-aangifte and the ICP opgaaf, and the United States appears on neither. US sales tax is a different regime rather than a different rate: 45 states levy it, each sets its own registration threshold, and home-rule jurisdictions in five states set rates of their own. Commenda registers you where you owe, applies state, county, city, and district rates on every transaction, files in all 50 states, and tracks remittance per jurisdiction. It also collects the exemption certificates that US B2B sales depend on, validates each one at upload, and chases expiries, because liability for an invalid certificate falls back on the seller.
Only up to a point. An administration in Exact Online is the bookkeeping of one company. Essentials includes one and Exact marks it as not extendable. Plus and Professional include two, with extra administrations at 20 and 21 euro a month, and Premium includes two at 38 euro for each extra. Managing them from one environment is the Multi-company feature, which appears on Premium only, from 299 euro a month. Exact's own pricing page points administrations outside the Benelux and Germany to Exact Globe+, a separate product. With Commenda you switch between entities on one dashboard, with consolidated registrations, exposure, and filings, and an entity added through an acquisition joins the same workspace.
No. Those sit outside the EU and each needs its own VAT registration, which we file. The UK has been separate since Brexit and runs its own Making Tax Digital regime. This is the usual reason a Dutch business ends up filing manually in four or five places every quarter, with the currency handling and the back-and-forth with each authority done by hand. Commenda consolidates that into one portal and one calendar. Where a country requires a fiscal representative, which is common in parts of the EU, we arrange it as part of the registration.
Custom integration support for your business
Every Exact Online setup is different, and those choices exist for good reasons. We map how yours works, including your administrations, your VAT codes, and which revenue should be calculated, and build the integration to match.
