No. Estonia requires no local or resident director, so a foreigner can own and manage an OU from abroad. A foreign-managed company must appoint a local contact person and keep a registered Estonian address. Commenda includes both in the formation package.
No. e-Residency is one of three routes. Commenda also incorporates via a notarised Power of Attorney (for individuals without a card) or a notarised transfer for a foreign parent company. Xolo uses the e-Residency route; the e-Residency state fee is EUR 150.
