What Is the Emirates Conformity Assessment Scheme (ECAS)?

The Emirates Conformity Assessment Scheme (ECAS) is the UAE’s mandatory conformity assessment scheme for regulated products, administered by the Ministry of Industry and Advanced Technology (MoIAT). It produces an ECAS Certificate of Conformity (CoC). The scheme protects consumers, regulates the market against substandard goods, and supports environmental sustainability. It applies to manufacturers, importers, and distributors.

Products without a required ECAS certificate cannot legally be sold in the UAE. Applications and the current service description sit on MoIAT’s Issue Conformity Certificates for Regulated Products page, on the moiat.gov.ae domain rather than the legacy esma.gov.ae domain.

Is ESMA Still the Authority for ECAS Certification?

No. The Emirates Authority for Standardization and Metrology (ESMA) no longer exists as a separate body. MoIAT was established in July 2020 and absorbed ESMA’s standardization and conformity functions, per MoIAT’s official history. Older certificates and third-party pages still say “ESMA ECAS,” but it is the same scheme, now under MoIAT.

ESMA was created by Federal Law No. 28 of 2001, per the UAE legislation record. The July 2020 restructuring was announced by the UAE Cabinet on 5 July 2020, per the UAE Cabinet news release. Federal Decree-Law No. 20 of 2020, issued in September 2020, is now the legal foundation for MoIAT’s standards mandate, per MoIAT’s standardisation news release. So “ESMA certification” and “ECAS certification” queries point to the same MoIAT scheme.

How Does ECAS Differ From EQM and Other UAE Conformity Schemes?

ECAS is the entry-level, point-in-time conformity assessment. The Emirates Quality Mark (EQM) is the higher tier that adds factory audits and ongoing surveillance, and some products need both. RoHS, energy labeling, and Halal schemes run alongside ECAS for specific categories. The table below compares them, all administered by MoIAT.

An EQM license is valid for three years and requires a mandatory factory field visit, per MoIAT’s national marks service page. MoIAT gives a 50% EQM fee discount to industrial-license holders and exempts small and medium-sized enterprises from EQM fees in their first licensing cycle, per MoIAT’s EQM consultation page.

Which Products Are on the ECAS Regulated Products List?

Only products on MoIAT’s regulated products list need ECAS. The list splits into low-risk products, which often follow a lighter route, and high-risk products, which may require EQM. Step one is always confirming whether your product is regulated and at what tier. MoIAT updates the list periodically, so check the current version before applying.

You can verify a category against MoIAT’s public Product Conformity Data portal. There is no single uniform rulebook: many categories carry dedicated Cabinet Resolutions on top of the general ECAS framework.

What Are the ECAS Certification Requirements and Documents Checklist?

Applicants need a completed MoIAT portal application, a valid UAE trade license, a product technical file, accredited test reports, a manufacturer Declaration of Conformity, and Arabic-labeled documentation. Foreign manufacturers also submit a local representative authorization letter. The checklist below lists each document, who provides it, and what it must contain.

Do Foreign Manufacturers Need a Local Representative for ECAS Certification?

Yes. Foreign manufacturers and exporters must appoint a UAE local representative that holds a valid trade license. The appointment is formalized with an authorization letter, and the representative becomes the applicant of record and MoIAT’s point of contact for market surveillance. Importers can act as the local representative, since most regulated consumer goods entering the UAE are imported.

Because setup precedes certification, foreign firms often align this step with wider business setup in the UAE. The representative is the responsible person in-market and carries the compliance contact obligations after the certificate issues.

What Testing Do ISO 17025 Accredited Laboratories Perform for ECAS?

Products are tested against the applicable UAE.S, IEC, or ISO standards by ISO/IEC 17025-accredited laboratories, the international accreditation for testing and calibration labs. Tests cover safety, energy efficiency, and electromagnetic compatibility (EMC) where relevant. Existing accredited reports can be reused if still valid, so confirm the accepted report age with MoIAT before commissioning new tests.

ISO/IEC 17025 accredits the testing lab. A separate accreditation, ISO/IEC 17065, accredits the product certification body that reviews and certifies. Household electrical goods are commonly tested to the IEC 60335 series mapped to UAE.S standards.

What Is an ECAS Notified Body?

An ECAS Notified Body is a third-party Conformity Assessment Body (CAB) recognized by MoIAT that reviews the technical file and test reports and issues the Certificate of Conformity and national conformity marks on the ministry’s behalf. Notified Bodies are authorized under Cabinet Resolution No. 35 of 2015 and must hold valid accreditation, per the UAE legislation record.

MoIAT publishes the live, continuously updated Notified Bodies list as open data, so businesses can pick a recognized body for their product category. Notified Bodies are typically accredited to ISO/IEC 17065 for product certification.

How Do You Obtain ECAS Certification in the UAE? (Step-by-Step Process)

Confirm your product is regulated, appoint a local representative if you are foreign, compile the technical file, test at an accredited lab, apply through MoIAT’s eServices portal, pass Notified Body review, and receive the CoC. MoIAT lists a standard processing time of 1.5 working days once a complete application is submitted, per its ECAS service page.

  1. Confirm the product is regulated and identify its risk tier.
  2. Appoint a UAE local representative if you are a foreign manufacturer.
  3. Compile the technical file, Declaration of Conformity, and Arabic labeling.
  4. Test at an ISO/IEC 17025-accredited lab, or submit valid existing reports.
  5. Register and apply through the MoIAT eServices portal, logging in via MoIAT Single Sign-On.
  6. Pass Notified Body technical review; outcomes are approval, request for more information, or rejection.
  7. Receive the ECAS Certificate of Conformity, then affix the ECAS mark.

How Long Is an ECAS Certificate Valid and How Do You Renew It?

The ECAS Certificate of Conformity is typically valid for one year and must be renewed before it expires, per MoIAT’s conformity service. A lapsed certificate means the product cannot legally stay on the UAE market and can be blocked at customs or pulled from retailers. Renewal confirms the product has not changed; a design change triggers re-assessment or re-testing.

Does ECAS Certification Give a Competitive Edge or Support GCC Expansion?

ECAS certification is a legal market-entry prerequisite, not a competitive differentiator. Every rival selling the same regulated product in the UAE holds the same Certificate of Conformity, per MoIAT’s conformity service. It also does not transfer across borders. Each Gulf Cooperation Council (GCC) market runs its own conformity requirements, so regional expansion needs separate certification in each country.

Before the 2020 merger, ESMA administered ECAS, the Emirates National Accreditation System (ENAS), and EQM, per the U.S. Department of Commerce UAE standards guide. The wider GCC operates its own standardization and G-Mark conformity marking for categories such as toys and low-voltage equipment, so a UAE ECAS certificate does not automatically clear customs in another GCC state. Treat each new market as a fresh certification project.
